It all depends on the situation. If you both are feeling the same way then it shouldn't be hard to come to a mutual breakup. If you are the only one feeling like this then it will be more difficult. The key is to come straight out and say how you feel.
Then there are tons of other issues; are you living together? How long have you been dating?
And if you are breaking up for another person...which happens alot. Don't expect a friendship out of it right away, if at all.
Salvaging a friendship from this is going to depend on the maturity levels of both of you.
In the end, it all comes down to, honesty.

Tell the truth as to why you want to break up. Do not plan to be friends. If it happens that way though, you get a bonus.

yah, there is no "still be friends" it just is never the same afterwards, i say the best way though would be to slowly spend less time with them until it is less and less, THEN break it off
