I like Padmapper.

It compiles all craigslist, apartments.com, and Oodle listings and puts them on a map with critera that you can filter.

You can also try Google Maps Real Estate search. Click on "Show search options" and then select "Real Estate" from the drop-down menu. You can specify rentals and price range around any area. It basically does the same thing as Padmapper but has different sources.

I have used Rent.com with success, but found Move.com to be a much more spiffy tool to do the job. Rent.com forces you to register which makes it a little bit of a hassle to get started. Move.com has a cleaner site, and more options to help filter your apartment search results. Give it a try!

There is no definitive best answer for this question because every landlord doesn't use the same website to post their apartments on. The best way to answer your question is to recommend different search websites. Lifehacker did a poll on their website and posted their findings.

Rent.com is good but it does not contain MLS listings (therefore limited supply in most areas)

for affordable apartment housing.
they list apartments all over the country that are affordable, section 8 and/or income qualified restrictions. there is no registration like rent.com and very easy to navigate.

I like Rent.com too, where I found other sites frustrating. Their $100 move-in gift card is a nice little bonus too.
