Can someone point me to a resource on rule variations for different formats of pool/billiards? It's always a mess when we play and different people play with different rules.
When our family bought our first table in 97' the shop owner gave us the current version of the Billiards Congress of America Rules and Records book The newer version that Amazon has is great, and you can get it used for under $2.00! It is a great read, will give insights to the game, and to the rules most people don't know or think they know like my personal favorite: If you scratch or sink the 8 ball on break you loose. This is total crap, and not true. If you have a table, or enjoy the sport, put up the $2 and we will all be on the same page!

However I should say that most people simply pick a set of rules and most people don't object as long as they are applied consistently. In fact the only constant rule I have found is to make sure you ask what the house rules are when you start playing in a new place.
