You don't actually buy the keg. You pay for the beer inside and put a deposit on the barrel. Return it when the party is over to get your deposit back. They are sold in half or quarter barrels, not full kegs.
I'm not sure if there are weird laws where you are but I can't think of a good reason to actually own the keg, since you'd have to lug it around to get filled anyway.
Don't forget a tub and ice to keep the beer cold.
This is kind of a grey area for em at least. I live in Canada so not only is the price exchange difference but also the accessability of Alcohol. All hard liquer is purchased at one government controlled store with various location and is administered by the governeing body of each provice. for example you can only get a bottle of vodka in ontario from the L.C.B.O (liquer control board of Ontario) Beer on the other hand is available at bother the LCBO and The Beer Store (yeah real name). Kegs, however; are only available from the beer store.
Best option? Steal a water fire extinquisher, fill it with mix and liquer and use compressed air to pressurize it - voila mini reusable 'keg' --> college days
Like Captain Hook said most liquor stores that sells kegs provide an okay range of kegs. I used to work for a small distributor for Anheuser-Busch and whenever empty keg shells were brought to the warehouse, we would either give them a case of beer or $20. I'm pretty sure that it varies state to state when saying that you own the keg. if you want a keg that they don't have at the current time, all you have to do is request they order one from the distributor. Might take some time since the distributor might have to request one from headquarters. Keep in mind that higher end beers won't be available in the regular keg form. They will be either in a pony keg or 1/8 barrell

Any liquor store that sells kegs. You can get a lot of different types of beers for under $100 and you own the keg. You'll also get discounts when you bring the keg back to the liquor store.
