I don't typically tip. I have about 30 hours of work put into my tattoos with multiple artists. The prices are driven by the economy and local market, which is typically around $100-$150 per hour depending on your location. Well known artists will charge considerably more, especially if they're well know in the industry. The artists usually lease a booth, so when I go in for a long session, I'll typically leave the shop paying the quoted price.
I always tip 20%. I've had quite a bit of work done and always stick to that rule. Sometimes my artist (who also happens to be the shop owner) will fudge the amount of hours that he charges me so I end up getting discounted by 30 minutes to an hour. I usually throw in an extra little bit if that happens as a thank you. Even tipping a little more is cheaper than paying for an entire hour.
20%. And for those considering this to be a lot, it's almost common acceptance that this is the percent we put down on a lunch when our server's attention is divided between 5 other tables. Also - look at it based on time, as in how long you plan to keep it. 30 years? 20% suddenly looks cheap.
20% if they charge normal amounts (about $100 an hour) more if they cut you a discount. Think of a tattoo artist the same way you think about you hair dresser. If they do good work you'll probably be going back to them, and tipping well is a good way to lay the ground work for a good relationship. You don't want the person leaving a permanent mark on your body to think "here comes the tightass" whenever you come in for some work.

i've always tipped 20% for good work. don't know if it's like a barbershop, however, and you don't tip the owner? what if the owner is the only artist?
